Perm is part of the energy saving project, Energy Efficient Quarter started as a pilot project for four Russian cities and according to the Energy Strategy 2030 set by the Russian government. The purpose of the project is to identify how to save energy by choosing one quarter in each of the four cities and implement different energy projects to see how the output will be.

In Perm, a quarter with 16 objects of housing and social services has been chosen. The objective is firstly to reduce household expenditure on housing and communal services by an average of 15 – 25%, and secondly, gain reliable, functioning, and dynamic development of engineering systems for housing system based on the minimization of quarterly energy costs.

It is expected to happen through improvement of insulation of existing buildings, upgrading heating, ventilation and air conditioning systems, introduction of energy efficient consumer electronics such as LED products, etc.

The financing for the project is expected to come from the regional budget and extra budgetary sources, and the implementation of the project is scheduled for 2012.
