Legislation on Energy

In Russia, the government has decided that the country needs to become more independent on energy from natural resources which has lead to the Energy Strategy 2030, and federal law 261 from 2009 on energy savings and energy efficiency.

The development of non-fuel energy like nuclear and renewable energy, including hydro power, is an important part of the strategic initiatives of the Energy Strategy 2030. It shows a great need to cut down the environmental impact from fuel and energy complex sectors, as well as minimise the levels of hydrocarbon emissions.

Renewable energy sources including geothermal, solar, wind, tidal, and bio are to be developed. The annual production of electricity based on renewable energy will be at least 80-100 billion kWh, which means significant growth in the sector. By the end of the third phase of the Energy Strategy, the proportion of non-fuel sources in electricity production is foreseen to increase from 32% (2008) to 38%.  

A presidential decree issued in 2008 states that tariff policy and the federal budget for the coming years will include budgetary allocations needed to support and promote projects for renewable energy and cleaner production technologies.

The Russian Federal Law 261, on energy savings and increase of energy efficiency creates legal economic and institutional frameworks for promotion of energy saving.

The new legislative frameworks and increased attention to the improvement of the energy and environment sector give great possibilities for Russian companies and administrations to improve utilization of resources using governmental budgeting.
